Tariff fees must conform with the rules and restrictions as provided for in the stipulations of the countries that are signatories of the GATT/WTO.

Clearly it was illegal for operators to set up a gambling operation in the U. S. but these companies set up shop in jurisdictions where it was legal, and the law of those jurisdictions allowed the companies to take wagers from anywhere in the world. Recently the Antiguan government sat down with U. S. trade representatives, effectively begging for mercy, as the U. S. decision to ignore the WTO ruling on Internet gambling services has decimated the Antiguan economy. In fact as many as 20 sportsbooks set up phone businesses and allowed Americans to create accounts. From around 1990 to 1994 several sportsbooks began setting up phone businesses offshore and catered to the North American market. Antigua has also threatened to sue the U. S. government for persecuting gambling operators in the country, Calvin Ayre being the most recent.
