Can I get a European Union Passport as a US citizen if my mother was born in Scotland?
I want an EU passport in order to work in one of the European Union Countries, particularly Spain.
American citizens cannot have dual citizenship.

London (CNN) -- UK authorities faced growing questions Saturday after passengers arriving at London's Heathrow Airport faced long lines at passport control. The British Airports Authority (BAA), which runs Heathrow, said recent delays had been unacceptable but that it had no control over passport control. Waits of up to three hours were reported on Thursday night for non-European Union arrivals. Immigration waiting times during peak periods at Heathrow recently have been unacceptable and we have called on the Home Office to address the problem as a matter of urgency," a spokeswoman said.

The UKBA have been telling prospective employers that a person who has the right of abode should not be employed if their passport containing the right of abode is on a expired passport. They are citing regulation 8 of the secondary instrument as a means of achieving control over those persons over whom they have no right of immigration control and do not require immigration permission to live and work in the UK as many have been... By using the regulations they have inferred that a persons right is not vested in their person but on their documents while at the same time denying any such complicity. The regulation does allow for the certificate to have effect but given that the certificate is used for travel purposes and is only valid for presentation at a UK port the UKBA SEHL has created their own policy without proper parliamentary......
