Imagine trying to fly American Airlines from Frankfurt to Chicago and being delayed because AA needs to purchase some carbon “Allowances” from easyJet. Or, your British Airways flight from London to Beijing is canceled because construction of a solar


Yup. Under the rubric of evironmental resposibility and carbon neutrality, everyone flying to Europe will eventually be funding the bloated and useless bureaucracy.

The European Union on Tuesday warned Chinese and Indian airlines that they risked "penalties" for defying the bloc's emission trading scheme by refusing to state how much carbon dioxide (CO2) they produced last year. India and China are among the nations opposed to the EU extending its emission trading scheme (ETS) to aviation. Companies from countries such as the US and Russia, which also oppose the ETS extension, all complied with the requirement, while there was "systematic non-reporting" from Chinese and Indian airlines, the European Commission said in a statement. As part of the ETS rules, airlines were meant to report to national authorities in the EU countries in which they operate on how much CO2 they produced last year. Starting this year, the bloc is forcing foreign airlines serving EU destinations to stock up on CO2 permits.

The biggest holder of carbon emissions allowances, steel-maker ArcelorMittal, will have amassed over 100m pollution permits, worth over £1. In 2009, the top 10 holders of surplus carbon emission allowances had 119 million, which is four times the number of the previous year. The report by Sandbag assumes and economic recovery and a return of carbon emissions to 2008 levels in 2011. The number of pollution permits held by steel and cement manufacturers and awarded in anticipation of high levels of production has risen sharply. They can sell pollution permits on the open market or save them until the next ETS phase, when the carbon price may have risen....
